How do you enable Artists Rating

How do you enable Artists Rating. I'm assuming that the first Row of stars on the album view is about the artist/band review. am I wrong? but how do you enable users to rate artists?

    no, there's no artists rating. the first row of stars (if enabled) is the ADMIN's rating on the album.
