Terms & Conditions not coming up Issue

I read through the forum and found that this an issue for many.
I just did a new install and the "Terms & Conditions" does not come up when clicking on it (the same page reopens).
Do you need Joomla & FTP access to look into it, or is there a patch, or anything I could check first?

    It seems that joomlathat is not keeping up with support questions. It's too bad. Decent components with potential for revenue.
