How can I set a minimum amount (for example $20) to pay a commission?

You mean to PAY a commission or to GENERATE one?

the payments are always created by you, manually, so you can created them at any amount you want...

if you mean to generate a commission, then there's no minimum amount.. to allow this would require a little bit of coding.
