Somehow the documentaion does not explain how this is clearly done.
I am confused. I think this is how this works
Let say there are 3 people in a multilevel plan
So
Charly level 1
Mary level 2
John level 3
So john refers someone to become a user and the value per user is $1 and the flat rate commision levels are 0.5, 0,25,0,10
So does John gets 10c, marry 25c and Charly 50c?

no. it's the other way around.
the "1st level" is always the one providing the sale (so, the affilaite who refers someone)
in your example, John will get the level 1 commission.
then, John's parent (Mary) will get a level 2 commission.
and finally, Charly (Mary's parent), will get the level 3 commission.
