Does your component comply with the Access Control List, i.e. if a new user registers for a certain category (which by default has been granted to him), he would get an invoice when creating the article, save it, pays via PayPal and the article is published immediately after PayPal's IPN ok?

0I'm not sure to fully understand your request: the users don't "get an invoice" for doing things, the invoices is something YOU (the admin) need to create for them, manually.
what you're describing (somehow paying to publish articles?) is certainly something you're doing with another component (not joomla native)... so I guess that what you're asking is that you need an invoice created automatically after a payment with that component has been correctly processed, is that it?
of course the answer is no (I don't even know what component you're talking about...) and the only way to achieve this would be to create a custom plugin that would capture this instant and create an invoice automatically with the data pulled from that transaction.
