Gear icon in MC on front end, what does it do?

I noticed that with joomla 3.x that MC pages, such as the artist, album, and song pages, all have a gear icon at the top right corner. What is it suppose to do? When I click on it, nothing happens.

    it's for editing/deleting... the 2 options should appear. if they don't, could it be that bootstrap is not being loaded? can you send me a link?
