Anybody doing business with the EU will know about the challenges of creating the VAT rates correctly.
Other systems we use which are integrated with Invoice Manager (e.g. Akeeba Subs, MembershipPro, J2Store) create these rates automatically but I can't see any way to do this in Invoice Manager.
This would be a huge timesaver for people and hopefully not too difficult to implement, you could look at the other systems to see how they do it I guess!

0well, basically you need to see how the TAX system works:

you can have one general "VAT" tax, but that has different percentages in each invoice (for different EU countries) -

0Sure, but that relies on the person creating the invoice checking the address of the person receiving the invoice.
For example, if I am VAT registered in the UK and I am invoicing someone in the UK it will always be 20%.
If I am invoicing someone in the EU who has a valid VAT number, it will always be zero-rated, 0%.
If I am invoicing someone outside the EU (e.g. USA) or someone in the EU who does NOT have a valid VAT number, it will always be at 20%.
Here's a screen grab of the rates from another extension (this one is Akeeba Subs but most extensions do the same kind of thing) -
