Quick Add form is missing

No top menu available even for the logged in user. How can I get the "quick add" form? See the attached screenshot. One is from your demo and one from my site. Notice the difference that I dont see that top bar.

    hello

    you need to select "which users can add information" in the Expense Manager backend configuration. have you taken a look at it?
