I am having a problem with paypal paying out merchants. is the system updated with paypal new features to send money to affiliate accounts?

Was there any resolve to this issue? After over a year of working fine I am having this same issue with Paypal.

    when going to paypal to pay affiliates, the paypal page comes back with a error saying. "Things don't appear to be working at the moment. Please try again later". the email addresses are correct. I already called Paypal and they said my account is good. Is this button or feature work with the paypals new system of transferring and requesting money?

    what do you mean, the "new system"? it is the same system PayPal has always used...
