component stop working when we avtivate Joomla SEF Bug

Hello,

we have a problem when we activate Search Engine Friendly URLs in Joomla, all component link are missing the domain name ("//component/muscol/A/9-/7-/69-05.html" instead of "www.example.com/component/muscol/A/9-/7-/69-05.html" )

the component work just fine when we desactivate Joomla SEF option ,

can anyone help us please?

is the system plugin installed and enabled, and placed in the last position of the plugin list?
